Letters on contested issues are labeled "Pressure Mail," and concern issues such as Vietnam, highway safety, and firearms. There are also letters from post office employees and individuals seeking employment in the post office department.
Case files, 1967-1968, consist of letters to Gardner with his replies and other pertinent notes attached. Folders are arranged alphabetically by the last name of the person writing. These letters are generally to and from armed servicemen, veterans, and the families of servicemen and veterans. They involve questions of the selective service, VA benefits, Social Security benefits, military discharge and assignment, and other issues. In most cases, there is a separate folder for each correspondent. At the end of Box 3, there is a bundle of loose letters and replies of the same type marked "Miscellaneous Military." At the beginnng of Box 4, there is a similar bundle of loose papers, also marked "Miscellaneous Military."
General files, 1967, contain copies of Gardner's letters to individual persons, agencies, and committees. Folders are arranged alpahbetically, and numerous letters to the same person or agency are roughly in reverse chronological order.

General files, 1968, contain letters to and from various agencies, committees, and other organizations, with Gardner's replies and other pertinent notes attached to letters of specific inquiry. There are also letters from Gardner's constituents filed under "Constituents (A-Z)." Letters are arranged in subject folders, including: "Soil and Water Conservation"; "Social Security"; "Budget"; "Atomic Energy"; and "Welfare". Folders are arranged alphabetically.
