These papers document the views of Romulo Betancourt (1908-1981), a major participant in the public affairs of Venezuela for many decades. Betancourt served as provisional president of Venezuela from 1945 to 1948, and as president from 1959 to 1964. He also was active in general Latin American movements and was highly regarded as a scholar in the Spanish-speaking world.

Correspondence in this collection between Betancourt and Federico Guillermo Gil begins in 1957, when Betancourt was at Stanford University. There is evidence in the first letters, however, that initial contact between the two men was made long before this date. In 1960, several letters were exchanged between Gil and Alejandro Yabrudy Rojas, Betancourt's private secretary. Correspondence with Betancourt himself picks up again in 1968 and continues through 1980. These letters refer to a mixture of personal and official topics, chiefly focusing on the correspondents' publications and travels.

Also included are copies of Betancourt's articles on many subjects, including several from the series "Escribe Romulo Betancourt," published in the journal Boh. In these articles, Betancourt comments on Francisco Franco, Pablo Casals, Juan Domingo Person, and others. Betancourt sent these and other writings to Gil in the hopes that they would be useful to students in the Institute of Latin American Studies.

Writings by politicians, economists, and political scientists on Chilean politics and economics. These include writings by Radomiro Tomic, who was a presidential candidate in 1970 and also served as Chilean ambassador to the United States. Files pertaining meetings of FLACSO (Facultad Latino Americana de Ciencias Sociales) in Chile and the 1990 inauguration of President Aylwin are included.

During World War II, the U.S. Government contracted with a number of universities to train Army personnel for the occupation and administration of certain countries in Europe. UNC-CH hosted the program for Spain. Federico Gil designed the program and was in charge of the training in historical and political aspects of Spain. The files pertain to the curriculum taught.
