Abstract | The Vice President for Finance is the senior financial officer of the University of North Carolina (System). Established in 1932, the System initially included the University of North Carolina in Chapel Hill, North Carolina State College in Raleigh, and Woman's College in Greensboro; in 1972, it was reorganized and expanded to include sixteen schools. The name of the Office of the Vice President for Finance was originally Comptroller and has been, at various times, Vice President and Controller, Business Manager and Treasurer, and Assistant Vice President and Treasurer. Records include correspondence and other files relating to the University budget and fiscal matters. These records predate the 1972 reorganization and expansion of the University system. They are largely the files of William Donald Carmichael, Jr., who was the University's chief financial officer from 1938 to 1961. The records reflect Carmichael's interest in development activities, especially fund raising. Included are files on sponsored research projects; development programs; and the construction and maintenance of buildings and grounds at the three campuses of the University. Also included are files on the desegregation of the University, on communism in the University, and on the University's role in national defense during World War II. Actual budgets and audit reports are not included in these records. |

This records group contains the official records of the senior financial officer of the University of North Carolina (System). In 1933, following the Act of Consolidation, Charles Woollen was appointed as the first Comptroller of the newly organized Consolidated University of North Carolina. As such, he was responsible for Consolidated University accounts and investments, the administration of the utilities owned by the University of North Carolina in Chapel Hill, the preparation of the biennial budget, and the maintenance of the buildings and grounds and capital improvements on the three campuses of the University.
Following Woollen's death in 1938, William Donald Carmichael, Jr. was appointed Controller of the Consolidated University and assumed the duties formerly assigned to Woollen. In addition, Carmichael became active in fund-raising and other development activities, working with the campus-based foundations: the Business Foundation at Chapel Hill, the Textile Foundation at North Carolina State College, and the Home Economics Foundation at Woman's College. As the statewide system of higher education in North Carolina evolved, these activities were assimilated by the development offices on the respective campuses; and the senior financial officer became responsible for the fiscal well-being of the entire University system.
The Vice President for Finance has ultimate responsibility for the financial affairs of the Universitysystem. The title of the office has changed several times since Charles Woollen was first appointed. The individuals who have held the position and their titles are listed below.

Back to TopThis series includes the records of the Vice President for Finance (previously Controller) relating to the General Administration of the University of North Carolina (System). General Administration (previously the Consolidated University Office) is the central office for the administration of the statewide system of higher education in North Carolina. These records reflect the duties of the position in relation to the budget of the University system and other fiscal matters, the centers and institutes administered by General Administration, and other matters of system-wide interest, such as desegregation and national defense (World War II).
The records in this series relate to the University of North Carolina at Chapel Hill. There are a few files concerning the academic departments, but for the most part these records reflect the Controller/Vice President's interest in the buildings and grounds, capital improvements, and development programs at Chapel Hill. There is very little material relating to fiscal matters in this series.
