Abstract | The collection consists of 135 volumes containing financial records of the University from 1927 to 1987. The majority of these records were created and maintained by the University's Accounting Department. Some of them, however, predate the formal organization of the department, which did not occur until the 1940s. All of the records are accountings of the University's state-allocated budget; they offer no information about the internal organization or administration of the Accounting Department itself. They include records of allocations and expenditures on capital improvement budgets and maintenance funds. They are not, however, a complete record of the University's finances for the period they cover. |

This records group consists of 135 volumes containing financial records of the University from 1927 to 1987. They include capital improvements budgets as well as records of maintenance funds. They are not, however, a complete record of the University's finances for that period.
The volumes and the information they contain have been left in their original order. Some volumes contain several years' records for one budget code; others contain one year's records for several codes. Most codes have records in more than one volume. This finding aid includes a description for each volume that indicates the fund type, the budget code(s), and the projects assigned to the budget code(s).
There are two types of funds:
Maintenance funds are allocated for the general operation of the University. Maintenance funds are/were allocated to one of several areas. These are: Academic Affairs, Division of; Area Health Education Centers; Cash Disbursing Accounts; General Administration; General Fund Health Affairs, Division of; Institute of Fisheries Research; Institutional Auxilliary Services; North Carolina Memorial Hospital Psychiatry Center; North Carolina Memorial Hospital; Overhead Receipts Special Funds; Research in Economics of Fisheries Industry; Service Plants; Special Operating Fund; Student Refund Accounts; University Enterprises. (The University divested itself of some of the enterprises in this budget line in the late 1970s; the remaining enterprises were then merged with Institutional Auxilliary Services.) No distinction is made in the records between continuation and expansion budgets; the records detail only the expenditures and receipts for an entire budget line, by purpose and object. For example, a monthly report for the Division of Academic Affairs may list the amount of money spent on instruction for summer school, but it will not detail how much of that money went to each department, and it will not say how much came from the continuation budget and how much from the expansion budget.
Capital improvements funds are allocated for building construction or system projects. Some information is also given on the nature of the various projects and their dates of completion. Capital improvement budget lines carry codes, and each project under them is given an item number. In general, codes may be of three types:
1. Funds created through 1957 carry a 4- or 5-digit code that, in itself, provides no information.
2. Funds created 1959-1978 carry a 5-digit code. The first digit is always 6; the next two digits are the last two digits of the year of the initial allocation. For example, the budget line carrying the code 66923 was initially allocated in 1969.
3. Funds created after 1978 carry a 5-digit code with the same format as for 1959-1978, but the first digit is now a 4.
After a change in code format was made (in 1959 or 1978), records kept for old codes were kept in the new format. For budget lines with codes of type 2 still existing after 1978, the first digit "6" was changed to "4". Budget lines created before 1959 still existing thereafter were assigned new codes consistent with the post-1959 system. For example, the budget line with code 1550, intitially funded in 1943, had not been exhausted by 1959, and records kept after that date list the code as 64301.
If a budget line carried different codes at different times, this inventory will whenever possible list it by its code of type 2, because that type carries the year of its intitial allocation and is most common in these records. For funds whose code changed from type 1 to type 2, the original code is provided in parentheses in the list of records and in the itemized list of capital improvements. For funds whose code changed from type 2 to type 3, only the type 2 code is provided, as its type 3 counterpart is easily recognizable.

Capital improvements funds have several sources of funding:
If a given budget line was funded by state appropriation, the chapter of the session laws that authorized the appropriation is provided in the itemized list of capital improvements. Code 1510 was funded by the United States Navy; codes 14501 and 14502 were probably funded by Public Works Administration grants; and codes after 1977 were most likely funded by bond issues.
Some items were added to budget lines after the initial allotment, funded by leftover money from other items in the code. These records do not make entirely clear which projects were part of the original appropriation and which were added later. If the code was funded by state appropriation, however, the Session Laws will detail the projects funded initially.
Transfers:
Some items are listed only as "transfer." This denotes funds transferred to another code. The code to which the funds were transferred is not listed in this inventory, but is given in the records of the code from which the funds came.
Blank lines:
Some item numbers were never assigned funds and were left blank. These are denoted as blank lines in the itemized list.
Missing items:
Some items are not identified in the records and have been left blank on the itemized list. These were probably blank lines.
There are six types of records to be found within the two types of funds:
Allotments: Quarterly records of requests for funding, funds received, and estimates of revenues. Available for General Fund only. Some records of allotments are simple chronological lists; others are in the form of monthly or annual reports.
Annual Reports: Reports of expenditures for a fiscal year (July-June). These are Monthly Reports for the last month of the fiscal year, which provide information for the fiscal year to date. They do not contain voucher or receipts registers.
Budgets and Allotments: Essentially the same as Allotments records.
Ledgers: Typed or handwritten, chronological lists of credits and debits.
Monthly Reports: Reports of expenditures and receipts. Contain summary pages, summaries of expenditures and receipts by purpose and by object, and detail of expenditures and receipts by purpose and object together. (Most reports from the 1970s, however, do not provide summaries by object.) Monthly Reports also contain Voucher Registers unless annotated (NV).
Voucher Registers: Chronological lists of expenditures, with date, amount, and recipient of funds.
