Abstract | The position of Vice Chancellor for Administration was created in 1973 and had responsibility for several university-wide functions that previously had been under the direct supervision of the chancellor's office. These included student admission and enrollment, financial aid, and personnel management. The position was eliminated in 1980. Records consist chiefly of the files of Douglass Hunt as Vice Chancellor for Administration, 1973-1980. They include extensive materials related to offices for which he had oversight--the University Personnel Department, Office of the Registrar, Office of Institutional Research, Office of Records and Registration, Student Aid Office, and Office of Undergraduate Admissions. There are also materials related to legal issues and litigation affecting the University of North Carolina at Chapel Hill and to the university's relations with the state and federal governments. Many of the materials reflect the university's efforts to deal with increasing federal regulation. Of particular interest are files related to efforts to increase minority admissions and to the development of employment and personnel management practices. |

The position of Vice Chancellor for Administration was created by Chancellor Ferebee Taylor in 1973, at a time of increasing federal regulation of higher education. The vice chancellor was assigned oversight of the offices that produced the data being required by and engaged in the activities being scrutinized by the federal government. These offices, which previously had reported directly to the chancellor's office, included the University Personnel Department and the Office of the Registrar and Director of Institutional Research. The latter had oversight of the offices of Institutional Research, Records and Registration, the Registrar, Student Aid, and Undergraduate Admissions.
In 1973 the university did not yet have a dedicated legal counsel, and Chancellor Taylor wanted someone with legal training for the new vice-chancellorship. He recruited Douglass Hunt, a 1946 graduate of the University of North Carolina who had earned his law degree at Yale University. Hunt assumed the position on 1 July 1973. In addition to fulfilling the oversight responsibilities mentioned above, he served as the university's first Affirmative Action Officer, chaired its Residence Status Committee, and was the officer in charge of university compliance under Section 504 of the Rehabilitation Act of 1973. He was also responsible for advising university departments on legal matters in general, for codifying and disseminating institutional policies, and for monitoring all aspects of governmental relations. Because of his role in disseminating policies, he assumed oversight of The University Gazette, the university's internal news organ.
Hunt continued as Vice Chancellor for Administration until 1 July 1980, when he became Special Assistant to the Chancellor. The position of Vice Chancellor for Administration was then eliminated; and a new position, titled Vice Chancellor for University Affairs, was created. As Special Assistant to the Chancellor, Hunt kept some of his former duties. He remained chair of the Residence Status Committee, and he continued as the officer in charge of Section 504 compliance. He also remained in charge of governmental relations, and his responsibilities in this area were greatly expanded.
Some of the other duties of Hunt's former position were assigned to the new Vice Chancellor for University Affairs--namely, oversight of the offices of Institutional Research, Records and Registration, the Registrar, Student Aid, and Undergraduate Admissions. Oversight of the University Personnel Department was assigned to the Vice Chancellor for Business and Finance and that of The University Gazette to the Vice Chancellor Development and Public Service. The position of Affirmative Action Officer became a full-time position reporting directly to the chancellor.
Back to TopRecords consist chiefly of the files of Douglass Hunt as Vice Chancellor for Administration, 1973-1980. They include extensive materials related to offices for which he had oversight--the University Personnel Department, Office of the Registrar, Office of Institutional Research, Office of Records and Registration, Student Aid Office, and Office of Undergraduate Admissions. He also had oversight of The University Gazette; however, the records contain little about the Gazette. A few items fall outside the dates of Hunt's tenure as Vice Chancellor for Administration; these are mostly copies of documents that provided background information on the legal and policy issues with which Hunt dealt.

This series pertains to the Vice Chancellor's responsibility to provide legal advice to University departments and to track all litigation involving the University. Subseries 1 contains files related to the legal aspects of University policies and to legal questions or problems within University departments not resulting in litigation. Subseries 2 contains files on litigation involving the University.
This series contains files related to the activities of the Office of the Registrar and Director of Institutional Research and to the offices administratively under the Office of the Registrar and Director of Institutional Research: the Office of Institutional Research, the Office of Records and Registration, the Office of the Registrar, the Student Aid Office, and the Office of Undergraduate Admissions. Among the functions of these offices were admissions, enrollment, and student financial aid as well as record keeping and data analysis related to student information. The Office of the Registrar and Director of Institutional Research was also responsible for record keeping and data analysis related to faculty and EPA non-faculty employees. A few files pertaining to that responsibility will be found in Subseries 1, but the information in them is sparse.
Of particular interest are files in Subseries 6, Office of Undergraduate Admissions, that relate to the University's efforts to increase minority admissions.

This series contains files pertaining to the activities of the University Personnel Department. The department was responsible for the management of the University's SPA employees, that is, those subject to the State Personnel Act. Faculty and EPA non-faculty employees were exempt from the act, and their management was the responsibility of the Office of the Registrar and Director of Institutional Research. The University Personnel Department was organized in five units: the Employee Records Division, the Employee Relations and Benefits Division, the Employment Division, the Position Management Division. and the Training and Development Division. Together they were responsible for hiring, maintenance of employee records, administration of salaries and benefits, classification of positions, codification and dissemination of SPA personnel policies, handling employee problems and grievances, and providing training and career development courses.
The Vice Chancellor's files on the University Personnel Department provide an interesting view of the development of the University's personnel management practices during the 1970s, as the personnel department worked to regularize practices and to bring them into conformity with federal regulations.
Subseries 1 contains files related to the department as a whole and to issues involving more than one of the department's units. Subseries 2-6 contains files on the work of the individual units.
