Joe Hackney (b. 1945), a white beef cattle farmer, attorney, and politician from Chatham County, N.C., served in the North Carolina General Assembly from 1981 until 2012. He was Speaker of the House from 2007 until 2011, and also served as Majority Leader, Speaker Pro Tem, and Minority Leader during his tenure. He began serveing as an attorney with the Epting & Hackney Law Firm in Chapel Hill, N.C., in 1974, focusing on family law and civil litigation.

Legislative files include research, correspondence, and other documents related to pieces of legislation, which are often indicated by their House Bill number. Also included are Joe Hackney's Board and Commission appointments, as well as additional correspondence and administrative files documenting Hackney's travel. Correspondence consists primarily of letters received from constituents on various issues, including healthcare; the state lottery; waste treatment and management; environmental issues; funding for AIDS research; nursing compensation, and development near Jordan Lake. At times letters received were filed by date and at others by subject. Administrative files document Hackney's House campaign committee, 1996-1998, as well as subject files maintained by his office, correspondence, clippings, and travel files. Photographs depict President Joseph Biden and former President Barack Obama with Joe Hackney, the 2009 Presidential Inaugural Committee, Joe Hackney's swearing in ceremony, and the Eastern Carolina University centennial. Also included are photographs of Joe Hackney at various speaking engagements and ribbon-cutting ceremonies.
