Abstract | The university established its first professorship of law in 1845. By 1894 the School of Law had become a fully integrated part of the university, and students who completed a prescribed program received the LL.B. degree. Between 1902 and 1908 the school was called the Law Department; thereafter its name reverted to School of Law. Files document the administration of and programs in the University of North Carolina School of Law. Administrative functions and responsibilities that are documented include the reaccreditation process; admissions, affirmative action compliance, alumni affairs, annual reports, bar exam registration and analysis, budgets, clinical legal education, curriculum revision, development and fundraising, external relations with the American Bar Association and the Association of American Law Schools, faculty relations, the Law Alumni Association, the Law Center, the Law Foundation, library collections and staffing, space and facilities planning, student placement after graduation, summer session, and Title IX. Other topics include Hocutt v. Wilson, development of the Law School Aptitude Test, applications of and accommodations for World War II veteran students, academic support programs for law students identified as likely to fail the bar exam; accreditation of North Carolina College Negro Law School; alternative dispute resolution; desegregation of the School of Law and the national discussion among law school members of the Association of American Law Schools about integration; CIA recruiting; a wartime proposal for consolidation of the law schools at UNC, Duke, and Wake Forest; establishment of the Holderness Moot Court; military recruitment under "Don't Ask, Don't Tell"; beginning efforts to establish a poverty law program; and professionalism and courtesy in the field. Evidence of aspirations for a national reputation for the School of Law and of women's and minorities' experience in the School of Law and in the profession in general is scattered throughout the records dating from the 1980s and 1990s. |

On 12 December 1842, the University of North Carolina Board of Trustees authorized the establishment of a Law Professorship, and on 3 October 1845, Judge William Horn Battle was selected to fill that position as head of the university's Law Department. In 1843, Battle had opened a private law school in Chapel Hill, and from 1845 through January 1879, he taught the university's College Class as well as his Independent Class in the school. Battle's salary was provided from the tuition paid by his law students. University President Kemp Plummer Battle succeeded his father as Professor of Law in 1879 and served until 1881, when John Manning was elected to fill the professorship. Manning was successful in securing an Assistant Professorship for the department in 1898. In August 1899, the Board of Trustees resolved to fully incorporate the Law Department into the university as the School of Law, and James Cameron MacRae was chosen as Dean and Professor of Law.
Before 1907 the department/school was housed in various campus buildings. In 1907, with the removal of the Library to new quarters, Smith Hall became the home of the School of Law. In 1923, the school moved to the recently completed Manning Hall, which it occupied until 1968, when Van Hecke-Wettach Hall was completed.
The School of Law became a charter member of the American Association of Law Schools in 1920, and has been approved by the American Bar Association since 1928. UNC-Chapel Hill has been accredited by the Commission on Colleges of the Southern Association of Colleges and Schools since 1895.

Wettach, editor, A Century of Legal Education (Chapel Hill, 1947), as well as the Board of Trustee Minutes, President's Records, Chancellor's Records, Provost's Records, and the University of North Carolina Papers in the University Archives.

James Dickson Phillips Jr. served as dean of the School of Law from 1964 to 1974. Phillips began teaching in 1960, with a specialty in procedural law. He taught until 1978, when he became a federal judge on the United States Court of Appeals of the Fourth Circuit.
Files document the administrative functions and responsibilities of the Office of the Dean of the School of Law, including admissions policies, faculty salaries, the Law Alumni Association, the Law Foundation, and establishment of the Holderness Moot Court.

Arrangement: Alphabetical by filename.
Robert Gray Byrd served as dean of the School of Law from 1968 to 1979. Before joining the law faculty, Byrd served as an assistant director of the UNC Institute of Government. Byrd was named the Burton Craige Professor of Law in 1979, a title he held until his death in 2010.
Files document the administrative functions and responsibilities of the Office of the Dean of the School of Law, including admissions policies, budget planning, faculty salaries and appointments, the Law Alumni Association, the Law Center, the Law Foundation, and Title IX.
Arrangement: Alphabetical by filename; individual files arranged chronologically.
Some items in this series are CLOSED to researchers for 75 years from the date of creation because they contain information that is protected under federal or state right to privacy laws and regulations, the North Carolina Public Records Act (N.C.G.S. 132 1 et seq.), and Article 7 of the North Carolina State Personnel Act (Privacy of State Employee Personnel Records, N.C.G.S. 126-22 et seq.). Folders that are CLOSED in full or in part include 807, 851, and 959.
Kenneth S. Broun assumed the deanship of the School of Law in July 1979. Broun taught courses on evidence and trial advocacy and served as a member of the Board of Trustees of the National Institute for Trial Advocacy. He was a member of the Continuing Legal Education Committee and the Bench, Bar, and Law School Liaison Committee of the North Carolina Bar Association. He also served on the North Carolina Legislative Study Commission on Evidence and Comparative Negligence. Dean Broun stepped down from the deanship in 1987. He worked in private practice for a couple of years before returning to the faculty at the School of Law.
Ronald C. Link served as acting dean from January 1988 until July 1989. Link's teaching interests were trusts and estates. Because his service was brief by design, Link likely maintained separate files for his teaching, research, and professional service unrelated to the deanship.
Files document the administrative functions and responsibilities of the Office of the Dean of the School of Law, including accreditation, admissions, affirmative action compliance, budget planning, development and fundraising, faculty relations, alumni affairs, student affairs and placement, bar exam registration and analysis, library, and external relations with the American Bar Association and the Association of American Law Schools. Additional topics include strengths and weaknesses of the School of Law as identified in the reaccreditation process; faculty salaries; aspirations for a national reputation for the School of Law; the revision of the legal research and writing curriculum; a growing emphasis on the clinical legal education program; the expansion of the placement office; the revitalization of the Law Alumni Association and its growth as a major source of fundraising; the expansion of Office of Development activities; library collections and staffing; inadequate space and facilities; academic support programs for law students identified as likely to fail the bar exam; the CIA recruiting controversy; long-term planning; and a crisis in professionalism and courtesy in the field. Evidence of women's and minorities' experience in the School of Law and in the profession in general is scattered throughout the series.

Addtion of April 2017 (Acc. 20040305.1)
These records supplement those in Series 6 Kenneth S. Broun and Ronald C. Link Records (Acting Dean).
Arrangement: Alphabetical by filename; individual files arranged chronologically.
Judith Welch Wegner served as dean of the School of Law from 1989 to 1999, after serving for eight years as a member of the faculty and for two years as associate dean. She has taught and written in the areas of legal education, land use, property law, state and local government law, and the rights of disabled persons. Wegner was a member of the Association of American Law Schools Accreditation Committee for a number of years, including serving as the Committee's chair and as part of the AALS Executive Committee, and later served as president of the organization.
Additional topics include strengths and weaknesses of the School of Law as identified in the reaccreditation process; faculty salaries; alternative dispute resolution; space and facilities, including the renovation of Van Wettach Hall; long-term planning; CIA recruiting; curriculum review; and military recruitment under "Don't Ask, Don't Tell"; increased efforts to enroll minority students; and beginning efforts to establish a poverty law program. Evidence of women's and minorities' experience in the School of Law and in the profession in general is scattered throughout the series; at the campus level, Wegner also served as co-chair of the Chancellor's Committee on Community and Diversity, which examined the campus climate on issues of concern for women and minorities.

Accreditation, 1993: Correspondence and General, 1989-1999Accreditation files include correspondence, a self study, site evaluation and supporting documentation, as well as other communications regarding the American Bar Association/Association of American Law Schools accreditation process. The 1993 accreditation process identified concerns about the ability of the School of Law to support its work, specifically with regard to faculty salaries, library resources, and physical space. Correspondence and related materials document steps taken to remedy this over the course of several years. |

Military Recruitment, 1995-1998Correspondence and memoranda related to the issue of military (specifically, Judge Advocate General corps) recruitment at the School of Law. The Association of American Law Schools prohibits discrimination based on a number of factors, including sexual orientation, and the School of Law maintains their own non-discrimination policy, also precluding discrimination on the basis of sexual orientation, which they require any entity seeking to recruit at its facilities to sign. Under "Don't Ask, Don't Tell," military recruiters were not permitted at the School of Law. Dean Wegner developed a workaround that was generally well-received, whereby JAG recruiters could meet with interested law students and conduct interviews at the Reserve Officer Training Corp facilities on campus. Legislation introduced in North Carolina in 1997 would make an exception for military recruiters, regardless of non-discrimination policies in place, and in 1997 the School of Law modified its policy to allow military recruiters the use of facilities at the law school to conduct on-site interviews in response to a rider on federal appropriations legislation known as the Solomon Amendment, which would jeopardize federal financial aid for law schools barring military recruiters. |

Arrangement: Alphabetical by filename; individual files arranged chronologically.
Gene Nichol served as dean of the School of Law from 1999 to 2005. He has taught and written in the areas of constitutional law; civil rights; federal courts procedures, jurisdiction, and prosecution; and poverty law.
